From Empire State Development The state has created several tax-free programs including START-UP NY and the Innovation Hot Spot Program. These programs assist businesses that are forming, expanding or locating to New York State for the first time. As part of both programs, businesses interact closely with universities and have the opportunity to operate taxfree for a specified amount of time in order to facilitate growth while promoting entrepreneurialism and job creation in communities across the state. Inside Start-Up NY: Are tax breaks a valuable tool or an expensive waste of money?

Syracuse, N.Y. — The companies approved for the Start-Up NY tax break program in Central New York are working on an impressive array of technological innovations. The firms are tinkering with DNA testing on brewing yeast, wood products that could replace iron and steel in skyscraper construction and new ways to detect sports concussions. But three of the five companies were well under way in the region long before Start-Up NY came along, even though Gov. Andrew Cuomo pitched the program as a way to help draw new businesses to the state. That's allowed. Existing companies can participate if they're expanding. Read more at: StartUpNY

NYS Tax Department issues guidance on START-UP NY Program Tax Benefits

The START-UP NY program* provides tax benefits to approved businesses that locate in vacant space or land of approved New York State public and private colleges and universities, approved strategic state assets, and New York State incubators affiliated with private universities or colleges that are designated as tax-free NY areas. This program will promote entrepreneurialism and job creation by creating tax-free communities across the state. START-UP NY is administered by New York State's  Empire State Development (ESD) .
