From Health.ny.gov As part of the New York State Fiscal Year 2018‐2019 budget, a new law was enacted which places a two‐ year moratorium on the processing and approval of applications seeking the licensure of Licensed Home Care Services Agencies (LHCSAs). This moratorium became effective on April 1, 2018 and will continue until March 31, 2020.  The full language of the moratorium can be found in Section 9‐e of Part B of Chapter 57 of the Laws of 2018. To comply with the statute, no LHCSA application can be accepted for processing unless it meets one of the statutory exceptions.

The cost of care: new insights into healthcare spending growth

Image
From the Bureau of Labor Statistics : The Bureau of Labor Statistics (BLS) is celebrating the first anniversary of experimental disease-based price indexes, which adjust expenditures on diseases for inflation. Statistical agencies have long collected price information on medical procedures, drugs, equipment, and services, but the cost of treating a patient is typically some combination of these goods and services. Many users of the Federal Statistical System have asked that medical care spending be reported on a disease basis.1 Creating price indexes on a disease basis helps provide a greater understanding of the cost of care for a given condition... Why report prices on a disease basis? Although health care statistics that are generated on a goods and services basis (i.e., hospitals and doctor visits) are important, we can learn more information if we add statistics on a disease basis. To get the fullest understanding of our healthcare economy, we need both sets of indexes. User...

Open enrollment always has a way of creeping up fast and taking the time to reconsider your health plan or consider offering health insurance for your group should be explored now. From AWANE : Health insurance continues to consume a large portion of a business' money and often payroll is the only expense that tops it. According to the U.S. Bureau of Labor Statistics, in March 2016, health insurance benefits cost small businesses (with less than 50 employees) an extra $1.61 for every hour worked by an employee. Multiply that by a 40 hour work week, and that comes out to almost $65 a week, $260 a month or over $3,000 a year, per employee. In other words, health ...

OTC meds will need Rx for Health Flex Spending

Image
I believe there are some really good aspects of the new health care bill. This is not one of them: Over-the-counter medications will require a prescription to buy them with flexible spending account funds next year under new health care reform regulations. "The health care reform law sharply restricts FSA reimbursements for OTC purchases such as nonprescription pain relievers, cold medicines, antacids and allergy medications." Insulin is specifically excluded from this ruling. Specifically, "the IRS says OTC reimbursements require a prescription, which it defines as a 'written or electronic order for a medicine or drug that meets the legal requirements of a prescription in the state in which a medical expense is incurred and that is issued by an individual who is legally authorized to issue a prescription in that state,'" whatever THAT means.
